I think you’re misunderstanding the congestion charge, you don’t automatically pay for entering the zone, you only must pay if you entered the zone during specific hours of the day. On Sat/Sun these hours are 12 PM - 6 PM (12:00-18:00). Given that I can’t remember exactly what time I entered the zone, as it was somewhere between 11:30-12:
